Vietnam Moves to Tighten Tobacco Law with Ban on New Nicotine Products

Vietnam is moving forward with amendments to its Law on Prevention and Control of Tobacco Harms, introducing stricter measures targeting new nicotine products.

The government has approved a policy to prohibit the production, trading, storage, transportation, advertising, promotion, sponsorship and use of e-cigarettes, heated tobacco products and other emerging tobacco products. The proposed changes also include a ban on the display of tobacco products at both wholesale and retail outlets.

The measures are intended to address the growing use of these products among young people. Health authorities also pointed to the emergence of nicotine pouches, arguing that restricting sales alone would not be enough to address the issue.

The policy framework has been endorsed under Resolution No. 160/NQ-CP, while the amended law is expected to clearly define the products covered by the regulations, outline restrictions and specify enforcement responsibilities.
