Delhi Police detained Cockroach Janta Party (CJP) founder Abhijeet Dipke on Friday shortly before he was due to lead a national flag march in the Indian capital. It was his second detention within a week.
Dipke had earlier been detained after arriving from Mumbai to protest against Chief Election Commissioner Gyanesh Kumar over alleged voter-list manipulation during the revision of electoral rolls.
The planned march also sought to protest the arrest of CJP members Saurav Das and Ashutosh Ranka, who were placed in five days of judicial custody after waving the national flag at Jantar Mantar on October 13.
Police had served Dipke a notice under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, citing restrictions around Connaught Place and the absence of permission from the New Delhi Municipal Council for the rally.
Officers told Dipke that displaying the national flag was not illegal but warned that holding an unauthorised march and gathering a crowd would violate the restrictions and could lead to legal action. They also reminded him to follow the Flag Code of India.
